pfcon Build Action Runs On All Forks

The build step for pfcon's CI workflow can be potentially run on all forks.
This means that if a user has not configured a Docker Hub organization with the same name as the GitHub organization, and the organization does not have an image repository with the same name as the GitHub repository, every push to master on the user's fork could trigger a failing GitHub action.
