Could we move this proposal to Stage 4 now?

Stage 4:

• Status: The proposed feature is complete and ready to be included in the standard. No further changes will be made to the proposal.
  • Note: We need the post merge consensu of Normative: turn useGrouping false for hours & smaller units when style is 2-digits or numeric #198 in the coming TC39 Oct 2024
• Entrance Criteria:
  • Two compatible implementations which pass the test262 acceptance tests
    • Safari shipped in Safari 16.4 Release Notes Released March 27, 2023 — Version 16.4 (18615.1.26)
    • Chrome shipped in m129
  • Significant in-the-field experience with shipping implementations, such as that provided by two independent VMs
  • A pull request has been sent to tc39/ecma402, as appropriate, with the integrated spec text
  • The relevant editor group has signed off on the pull request

Hello, I am a WebKit Committer currently working on Intl.DurationFormat. As you might already know, I think tests from tc39/test262#3988 are required to keep up with the latest specifications.

Still working on the refactor; I'll put up what I have in draft PR form in the next couple of days
