In my docker_compose, I've set the following environment variable:

nhl_start_channel=100

This set my NHL channels starting at 1100 in xTeVe.

Is this a bug?

(offtopic): You've managed to get NHL streams to work then huh?

Pretty sure lazyman is gone now and that goes with nhl_games as well. If you search Reddit there is a guy that made a site that parses out the stream links from NHL66 and makes an M3U playlist. But to watch the international feeds you need an IP outside of Canada/united states. Or to watch the ESPN feeds you need an IP inside the USA.
