Add a config enabled option to MMrpoxy to either

  • Just use moneroD for monero templates
  • Use empty monero template on monerod failure
  • Just use empty monero templates

This empty monero template should be a static template that will pass all tari block validation with the correct tari details. This will allow us to solo miner RX without needing monero

Note: Scope changed to include all monerod responses, not only get_block_template
