Monitor cron for backups and alerts when backup stops #12

We are moving to multiple backups , hourly, daily , weekly. we need to have alerts to ensure they are restarted if they are stopped by accident as it happened on 12th sept 2022.

node exporter can be used to push this to grafana.

Also monitor that the backup size is not going down. recently we had sql back up only 48 bytes. and we lost data.
