We currently have a bunch of packages from go-lib2p-core which were deprecated and moved to libp2p.
Because of that we have some ancient packages specifically the one related to resource manager which causes the resource limit exceeded stream.
This PR bumps everything to latest and after that we wait for the error to appear again (or hopefully not) because that part of code which causes the error was completely changed.
So best case scenario this will fix the bug and the worst it will at least give a more meaningful message.
