[bug]: Datepicker calendar popup #4812

Describe the bug
We use the datepicker component in our application, and the display of the popup could be improved:

The popup is shown over the element that is anchored to
The buttons to change the month are squeezed and on over we see that the div is too small
When the month switch button is disabled, the grey overlay is a bit weird

To Reproduce
Steps to reproduce the behavior:

Use the component ngbDatepicker with default css

Expected behavior
The popup should not overlap the anchored element and the arrows to scroll through the month should be nicer displayed
