Packaging control has been installed before but now I can't find it

Description of the bug

An error occurred installing Package Control, Please check the Console for details, Visit https://packagecontrol.io/installation for manual instructions. Package control has been installed before and I installed some really great plugins that I had in normal use yesterday, when I opened the editor today the plugins that support Verilog highlighting disappeared and there seems to be a problem with package control, attempts to reinstall it failed. I'm desperate to fix it.

Error installing Package Control: HTTPS error encountered, falling back to HTTP - <urlopen error [WinError 10060] The connection attempt failed because the connecting party did not reply correctly after a period of time or the connected host did not respond. > I found that sublime works fine under another user on the PC, I think that's the main factor, I've installed and used sublime under this available user before

Looks like a general networking issue or firewall blocking requests.

If PC 4.x can't download required package index, it should however not touch/delete any installed packages.

EDIT: Installer module can't download Package Control due to networking issues.
