Wrong window has focus when returning to app

I can get in a state where SubEthaEdit insists on having a particular window frontmost when returning to the application, regardless of what window was frontmost when I originally switched out of SubEthaEdit to a different application.

I have witness a similar, but not identical, bug in Chrome, so there is the possibility that Big Sur issue more than an individual application issue.
