Nvidia RTX Video Super Resolution and RTX HDR support for Nvidia RTX GPUs using d3d11 decoder.

Describe the solution you'd like
Optional support through a checkbox for RTX Video Super Resolution and RTX HDR on Nvidia RTX GPUs using d3d11 decoder.

For reference, MPV from v0.39.0 included support for RTX VSR and RTX HDR support using:

vf=d3d11vpp=scale=2:scaling-mode=nvidia
vf=d3d11vpp=nvidia-true-hdr

Scale of 2 is for 1080p to 4K, could make this a variable based on input to desktop resolution.

Describe alternatives you've considered
Forcing RTX HDR through adding chiaki-ng as an app in Nvidia App, but this breaks when using in conjunction with Lossless Scaling.

@beyondinfinitii it's a post processing filter for mpv. As it stands chiaki-ng doesn't have any post-processing filters but can be used with things like vkbasalt or reshade. I don't have a Nvidia GPU so I can't test this and don't plan on working on adding post-processing filters. Having said that, it would be cool to have if someone wanted to implement it and made a pr.
