Back to 30w usage. Not sure when this started happening, but here's the bug in ubuntu:

https://bugs.launchpad.net/nvidia-drivers-ubuntu/+bug/1784598

The solution is to disable the nvidia fallback service:

sudo systemctl disable nvidia-fallback.service
