This epic should address different types of urls and how to app responds to sending and receiving them.

Initial version includes a global setting to Enable/Disable previews.

As a user who received a url, I want to have the option to preview a url to see what it's about before opening (in chat)
As a user who sent a url, I want to have the option to preview a url to see what it's about (in chat)
As a user I want to choose whether to always or never preview urls (Yes/No, no domain specific options)
As a user I want to see title and open graph preview for urls
As a user I want to see a media preview if the url points to an image (GIF, video (tbd), PNG, JPEG)
As a user I want to be informed of any privacy and/or security risks when opting to view previews or open graph info
