I have been using RDP for several years, but I have a problem on a particular server, and that is that when more than 7 users connect remotely, sometimes after the eighth it does not allow the connection. Sometimes after restarting the server it allows 8 or 9 users to connect, but at some point it disconnects 1 of them. The server is a Ryzen 5 2600x with 16 GB of ram. Could it be a lack of server power?

How to create RDP? I am fed up of free methods. It runs for 30 minutes.
