Description of Changes

Report to install local issuer certificates on Python and MacOs

Rationale

Users report trouble to connect to its SQLite Cloud node due to missing issuer certificates in the default python installation on MacOs. By installing certificate verify failed: unable to get local issuer certificate as reported here https://stackoverflow.com/questions/52805115/certificate-verify-failed-unable-to-get-local-issuer-certificate it works. Should we write it somewhere in the docs?
