coincontrol inconsistent use of selection

Adding coins to coincontrol and then freezing a subset of these coins, will result in difference between coin control summary at the bottom of the desktop GUI, and the coins included in a transaction.

steps to reproduce

1. go to coins tab
2. select two unfrozen coins, add to coincontrol
3. observe coincontrol summary at bottom of GUI includes 2 outputs
4. freeze first coin
5. observe coincontrol summary at bottom of GUI includes 2 outputs
6. wait until GUI refreshes all tabs (e.g. fee histogram update, new block, etc)
7. observe coincontrol summary includes 1 output
8. create a transaction
9. observe both coincontrol coins included in tx inputs.
