Table/Rule Percentage Width

No problem, just a feature request.

Describe the solution you'd like
It would be nice to set the width of a table based on percentage rather than column count. If this gets implemented it would be nice to be able to do the same for Rule, or at very least allow setting the width of a Rule just like you can a table.

@shaneray Sounds like a good idea! Would probably be a good idea to implement this for other widgets that support explicit widths, so that things are consistent. Is this something you would like to contribute?

I would love to contribute... However, I am working 2 jobs at the moment and not sure when I would be able to get around to it.
