[Issue] OptimizedAppCheck cache checks

The "Cached config, routes, and events” check keeps failing however I’m not sure how the underlying logic for this works - I assume it just checks for the files in bootstrap/cache, but as we’re using Heroku which doesn’t allow for these files to persist to the filesystem the check fails.

It’s something I’ve spent hours investigating into and believing we have working but at the individual “dyno” level instead of the top-level Heroku app.
