Fix skipped tests on PowerPC 32/64 and i686 #1857

PR #1847 introduced some enhancements to the CI to run as many tests as we can on exotic architectures.

There are some tests failing, mainly because of time conversion on 32bit architecture that are now skipped and have to be fixed:

aws_sigv4:date_time::date_format
aws_sigv4:date_time::date_time_format
aws_sigv4:date_time::test_truncate_subsecs
aws_smithy_checksum::test_crc32c_checksum - Software crc32c produces wrong results on big endian CPUs zowens/crc32c#34
aws_smithy_types::date_time::system_time_conversions
