Blurred window

I know this is a bit complicated, because you need to do it for every operating system and every window managing system. Still, it would be REALLY cool if we could make a window blurred, and design beautiful applications for desktop.
I know it's possible, but it's work, and it needs optimization to work well.

This needs to be supported by the OS, but when it is, we should totally support that.

How would we support that?

• Either you would be able to use native API directly. Once we expose the native window handle expose window as RawWindowHandle #877.
• Or each backend needs to support that. That starts with having winit supporting it. Blur-Behind / Glassy Windows rust-windowing/winit#538
