Bug description

Using iOS Phone app to start a signal call causes a signal call (or the full UI/ringing process) even if the contact isn’t on signal

Steps to reproduce

  • open system Phone app
  • open the contact card for a contact you know does not have signal
  • hold down on the second button (usually says Call; has picture of a phone)
  • Select signal

Actual result: signal app opens and begins a “call” with a contact that doesn’t even have signal

Expected result: display an error to the user such as “contact is not a signal user”
