Bug description
When transferring messages from an iPhone SE gen 2 to an iPhone 16, transfer failed after reaching 99% and counting down seconds with message "The transfer couldn't complete. Make sure your devices are near each other and try again." When trying again, instead of initiating a new transfer, old device displays the message "To set up this iPad as a linked device, you must scan with your old iPad." When asked to register again on the new device, selecting "register without transferring" as indicated on the support page, registration was successful, but there were no transferred messages.
I can register without transferring on the old device, and messages are still there, but when I send messages the send fails and a popup notifies me that the device is not registered.
Steps to reproduce
Initiate message transfer from iPhone SE gen 2 with many years of message history to new iPhone 16
Wait 3.5 hours for transfer to finish
Actual result: Messages are still on old device, which is now unregistered, and new device has no messages but can be registered without transferring.
Expected result: Messages are transferred to new device, which is registered and functions as normal.
