Bug Description

Message only partially sent without any option to resend message to those who did not receive it.

Steps to Reproduce

1. Use Desktop App (Win 10)
2. Write message in group

Actual Result:

"Partially sent"

Expected Result:

In case of this error, I'd expect Signal to resend the message to those, it did not send it to before.
