Bug description

A featue needs to be added that the creator of a group can set and appoint a single admin for the group, the admin can only add and remove members, as now all members can add and remove people

Can the GitHub readme be updated to point people to the forums for feature requests then? Currently it asks that if you have found a bug or have a feature request then submit an issue.

@crumdev Just to clarify, Signal Desktop does track feature requests here, but substantial discussion is best left for the forums.
