Has anybody read the privacy policy of Giphy? Are they OK? Would Gfycat be a better provider? Or maybe even imgur?

The Signal service will most likely act as a privacy-preserving proxy anyway, whichever GIF search engine Signal decides to use. This is already the case on Android and iOS:

Honestly, I'd much prefer the possibility of configuring the choice of proxy server myself: i.e TOR or any other SOCKS proxy as proposed in #1430

You can use the Emoji button on the right-hand side to signal approval, I'm not sure if that counts as a vote, but it sure shows your optinion.

For relevance, here is a related PR from Signal in iOS that adjusts the proxying for Giphy in Signal.
