Timepicker is setting the time automatically as maximum

What happened?

Hi
we have a question in our project about the timepicker, timepicker is setting the time as a maximum if the time is too big like '99'.
for example if I set the time '99' the hour sets '23' automatically.

the point is that if the user set it to big number accidently then click the save button the time will be set '23' automatically but it is not intended. So our QE team considers that is bug.
