"So my point is suppose an organization with many developers wants to adapt Shorebird what are the restrictions to make a patch. Making a patch can be critical since it provides direct access to production"
They would like to be able to add collaborators (presumably to be able to see the console? Maybe even to preview releases?) without letting them be able to push patches (which go straight to production).
