Add option to edit /submit /delete tasks in todo list

Concept:

• use edit reaction
• edit commands have to be prefixed with tasks

Edit Commands:

• tasks 1, new content => edit task nr 1
• tasks 1, +some content => adds "some content" to original content of task 1
• tasks 4, something => if task nr 4 is not in the task list already, add as new task (not at position 4, just push to the list)
• tasks rm 1 => remove task nr 1
• tasks add, my new task => add new task
