REI not yet fully initialized Error

Trying to connect to a server me and my buddies made and we are just getting an error that says

"REI not yet fully initialized!
Step 0/6 (50%)
Waiting"

That is what is showing up ingame and these are the logs.

server-rei.txt

It seems to work ok with spawning items but looking up any form of recipes doesn't appear to work.

Any help is appreciated.

(edit) Also to add the mod works perfectly fine in singleplayer and this error only occurs when we go onto our server.
