Internal to your organization. In our case, we would be checking if people belonged to the sendgrid team. This should be configurable.

I want to take on this PR. Can you give more detailed requirement? My current understanding:

1. This is only for Github repo.
2. There should be a config in config.yml to choose whether to differentiate by internal vs external or not.
3. If the config at (2) is set, update number_of_internal_contributors and number_of_external_contributors.
