Record native token owners, routing proposals and CC install decisions

Scope

Consolidates the six native token-owner/routing records from #749 with #799's
CC install-decision record. Every original file is preserved byte for byte;
these dated records and proposals apply no client or host configuration.

• Retained base: 0d5e6506434fab598dee861c749a22e628beb75a; no rebase in this fold.
• Lane: lane:foundation; draft.
• Owned paths: four dated decisions, three proposal artifacts, and their
  manifests/evidence.json entries. Registry-only commit is last.
• Fold authorized by CC review023012Z/PR-CAP8: Token owner contracts, census and native RTK parity proposals #749 into Record native token owners, routing proposals and CC install decisions #799. No path overlaps;
  no existing decision or recorded observation was edited.
• Landing path: co-op verifies six-file byte equality and reviews retained scope;
  command center ACKs; 5f lands at the assigned legacy queue position. The co-op
  closes Token owner contracts, census and native RTK parity proposals #749 with a record after verification, keeping its branch. No landing
  or closure by this lane.

The first three and three proposal artifacts come from #749; the fourth is
#799's existing record. All retain their evidence classes, alternatives and
overturn conditions. Current source/configuration changes and later amendments
travel through their own reviewed path, not through this byte-preserving fold.
