# NativeStack2604 operational recount, October 6, 2026

Use a dated, evidence-bound operational board with all 80 canonical slots, one named lane per row, and the existing grand-dashboard summary gate. The north-star action is research and historical simulation on a finished native foundation. The current mission keeps research and paper operation independently authorized.

At main `0d5e6506434fab598dee861c749a22e628beb75a`, the exact durable 06:47Z census is 26/80. #715 publishes the dated custody exclusion whose remaining census action was publication. The operational count is therefore 27/80, comprising 13 inherited READY and 14 BY_DESIGN. This does not revise historical #700 30/80 or supply final S4 qualification. The latter remains unknown.

The alternatives were to promote slots from all five landed PRs, retain an unowned aggregate, add 80 live dashboard gates, or link a complete source board from one existing gate. The evidence distinguishes source tests, host readbacks, partial integrations, native acceptance and dated exclusions. Only custody meets an additional closure gate. All 53 open rows name a lane. The co-op's A13 accepts and delivers the 18 formerly proposed handoffs; individual lane acknowledgment is not independently verified. The emitter is already at its 128-entity cap with ten Dagu runs, so the existing-gate link preserves its reviewed interface and capacity.

The basis is the durable census SHA256 `558519cdee406865a169004772fe5e68c4448fdcdee40adc5076fc1338e88bfc`, current mission SHA256 `5f5b219a9eacdd812c3241d779d42ae79784f9cfd330a3ccac3f8deebdae7bee`, [landed custody disposition](../../evidence/artifacts/ns2604-requalification-20261005/dated-readiness-rulings.json), and maintained [grand-dashboard interface](../../observability/grand-dashboard/README.md) at the stated main pin. The [board](../../evidence/artifacts/ns2604-native-bar-20261006/board.json) retains per-row pointers, latest progress sources and their limitations. Local structural checks are integration evidence, not native qualification.

Retain October 8, 6:00 PM EDT (22:00Z) as the conditional planning lower bound; use October 9, 6:00 PM EDT (22:00Z) as a low-confidence working target. No owner has committed to that delivery date. Fifty-two additional closures, owner dispatches, CC decisions/readbacks, queued reviews/landings, quota/configuration-freeze constraints and final organic S4 remain. The evening paper freeze blocks heavy work from October 6, 3:50 PM through 8:10 PM EDT (19:50Z–00:10Z on October 7).

A new accepted per-slot native receipt, landed dated scope decision or CC-applied/read-back configuration with all required predicates changes only its corresponding row. Contrary evidence reopens a closure. Independent same-80-slot review/adjudication supersedes this operational checkpoint as qualification authority. Renderer/capacity changes, denominator changes and new exclusions require their own reviewed scope. Keep registry and checkpoint edits in the last commit; 5f retains queued-PR writes and landing. Native dashboard ingestion/readback is separate from this source publication.

CC item task-ns2604-coop-20261006T140508Z holds client-side installs/re-wiring for semble, codebase-memory, jcodemunch, qmd, headroom, SocratiCode and the Codex RTK hook while workflow wf_8703c159-c6d prepares the ordered install plan and names step owners. Backend, index and PR work continues. The hold includes MCP registrations, hooks/trust, instruction files, P2-9 and P0-1 grant diffs. Operational owner acceptance does not override that client-change hold or grant configuration authority.

The later accepted overlap-codenav closure transfers Serena and structural-search to readiness-runner with both closed=false. Their contract map and original controls/exposure/AST coverage conditions remain, and Serena joins its separate plan hold wf_5e8f452c-484. Consume only the authorized frozen #786 v1.1/G13 and named install-owner evidence when supplied; no independent trials. Exclusion is conjunctive per client: full-run zero organic choice, a chosen complete-task covering owner, and one upstream-native fix/rerun changing nothing. An uncovered class remains NOT-READY. #780 is frozen at50bf3c544db95c5121efd3229938148e21763b67 with no push/rebase/close until CC revival; #758 remains co-op/5f custody. No count changes follow this scope transfer.

**27/80 operational closures: 13 READY and 14 BY_DESIGN.** There are 53 open slots; 52 more closures reach the 79/80 ceiling. Base-distribution remains the external upstream hold. The seven progress changes below do not add closures.

The exact durable census reported at 06:47Z supplies all 80 identifiers and the inherited native 26 baseline. PR #715 publishes custody's dated policy exclusion, resolving that row's publication gate. The historical #700 result remains 30/80. This board does not claim a fresh same-80-slot E2E, post-reboot native execution or final S4 qualification; that qualified count is unknown.

The north-star action is US-equities research and historical simulation on a finished native foundation. Trading research and paper operation retain their separate authorization and acceptance.

Each row names one lane. The co-op has accepted and is delivering all 18 previously proposed handoffs; individual lane acknowledgments are not independently verified. There are zero unnamed owners and zero unaccepted routing proposals. CC/user decisions and 5f's queued-PR ownership remain intact. Client-install step owners still await the CC's ordered plan.

The JSON row contains its exact census pointer, source references, source classes and remaining gate. Mutable lane reports are bound through immutable sanitized source excerpts, with omissions explicit; their original full-source digests describe capture provenance. Private coordination locators are portable aliases; private paths, prompts, account values and raw event data are excluded.

## Code-navigation scope handoff

Readiness-runner absorbs Serena and structural-search from the closed overlap-codenav lane. Both retain `closed=false` and their existing state; the count remains 27/80. The [contract/exclusion map](code-navigation-map.json) preserves lexical, symbol/reference, graph, AST, conceptual, Markdown and processing distinctions. Consume only the authorized frozen #786 v1.1/G13 and the install owner named by the CC Serena plan; the exact run locator is pending. No independent trial, local harness edit or client change is authorized here.

Serena retains authentic native failure-control and exposure/organic-correctness gates. Structural-search exclusion requires, per client, completed full-run zero organic choice, a chosen owner covering the complete AST contract, and one upstream-native fix/rerun changing nothing. An uncovered zero-use contract stays NOT-READY. Old 48-start/T1–T10 proposals are dormant. #780 remains frozen at `50bf3c544db95c5121efd3229938148e21763b67`; no push, rebase or closing unless CC revives it. #758 stays with co-op/5f. This transfer changes custody, not native qualification.

Hcom's bounded native terminal/hook/delivery observation, agentsview's successful pre-reboot idle observation, CC's Dagu loopback readback and native model/vector/index results remain scoped progress. They do not replace complete both-client messaging, scheduling/lifecycle, adopted-pin, consumer or organic-use qualification. The generation exclusion is explicitly not applied. qmd's dedicated CPU baseline is in progress; the blue/green result is pending.

## ETA and next refresh

Planning lower bound: **October 8, 6:00 PM EDT (22:00Z)**. Working target: **October 9, 6:00 PM EDT (22:00Z)**, with low confidence. This refresh removes the security queue blocker and custody publication gate, but retains the earlier lower bound. The Friday time is a planning target, not a newly measured or owner-committed completion date.

The path is individual handoff acknowledgment, scoped fixes or accepted dated exclusions, CC application/readbacks, exact-head reviews and 5f landings, then independently reviewed organic counts and S4. Account quotas and a held configuration freeze are unresolved inputs. No heavy phase runs from **October 6, 3:50 PM EDT to 8:10 PM EDT (19:50Z–00:10Z on October 7)**. Future paper windows need current confirmation.

The CC's workflow `wf_8703c159-c6d` holds client-side installs and re-wiring for semble, codebase-memory, jcodemunch, qmd, headroom, SocratiCode and the Codex RTK hook. MCP registrations, hooks/trust, instruction files, P2-9 and P0-1 grant diffs wait for that plan to name step owners. Backend, index and PR work continues. This board grants no client-change authority.

On each landing or accepted configuration/decision change, readiness-runner updates only the affected rows from the new evidence, recalculates all 80 rows, keeps failed conditions and reviews intact, and refreshes the same checkpoint gate. A landing with no full-slot effect is recorded without increasing the numerator. No background poller or new monitor is introduced.

## Dashboard publication

The existing `new-wsl-distribution-20261002` gate links this complete board and summarizes the count/owner. It preserves the supported inventory: 118 entities, or 128 with all ten native Dagu runs. The table provides one linked summary, not 80 independent live rows or a new owner column.

After landing, CC/co-op places the checkpoint at the existing persistent emitter's repository and reads back its newest generation. The supported `progress.py --repo <repository>` command validates without publishing; adding its documented `--cache <private cache>` emits to Loki. This PR changes no native configuration, unit, timer, credentials or trust. Source preparation is separate from live dashboard publication.
