v2026.09.23release (gh attestation verifyexit 0), CodeQL and Dependabot alert states, and the Scorecard deltas with their causes, indocs/decisions/2026-09-22-github-automation-closure.md.Local checks: validate.py, evidence_manifest --check, build_ecosystem --check and build_verdicts --check pass. Guarded gitleaks finds no leaks.
