Carousel Should Support Variable-Sized Elements for Column and Row Modes

Currently, the root element's Height and Width in the Carousel item's DataTemplate must be set. Partial implementation to reposition content after its been loaded into the visual tree exists but is not called because there still needs to be logic to handle the scroll animation requirements.
