Regardless of whether api.scratch.mit.edu returns 200 or a different code like 403 or 429, it always says it worked even if it didn't.
Steps to Reproduce
1: Report a project or comment
2: Check in dev tools if report worked or not (200 vs. 403 vs. 429)
3: Report box says it worked, regardless of if it did or not

These are instructions to reproduce for the Scratch team, who can test it on private copies of the website, or simply dismiss the reports. In my case, I noticed this on things that needed to be reported, so they weren't wasted with false reports
