Connecting to Micro:Bit fails on first attempt on Windows #185

Expected Behavior

After selecting a microbit from the list of devices, scratch will become connected to that device.

Actual Behavior

Selecting the microbit causes it to show a check mark and the name of the micro:bit stops scrolling across it, but then the modal in Scratch just hangs on "connecting..." and sometimes becomes an error message.

This issue is intermittent, and it usually works on the second try. I was having trouble getting it to show me the error message for a screenshot of the error.

Steps to Reproduce

Open the editor to a new project
Add the micro:bit extension
Select your micro:bit from the list
note: the microbit shows a check mark on its LED matrix
note: sometimes the modal just hangs with the "connecting..." message
note: sometimes the modal switches to an error
