Preventing duplication of procedure caller might not be a good idea i think. If there exists an exactly same procedure definition, there's no reason to stop it. Currently if scratch doesnt find a definition in execution, it will just do nothing.
How about adding a check for used custom blocks in target sprite to ensure a legal definition exists?
