For development, option to dry-apply all update actions

When developing front-end and backend related to new annotation features, sometimes it would be nice to have the option to dry-apply all update actions. This way, broken update actions don’t brick the annotation, but just result in a bad request error.

Should be tackled after #7839 is merged
