[chore]: Setup build for 3.7.2 development cycle (scala#23100)

- Set reference compiler to 3.7.1-RC1  
- Set MiMa previous verison to 3.7.0
- Set TASTy format version to 28.8-experimental-1 (following the
procedure this version is used for nightlies, it would be changed to
28.7 for 3.7.2 releases
- Revert scala#23093
