Use CMake to build the bundled c-ares

It would greatly simplify the build and avoid having those config folders...

I don't, however, know how to go about it. A new Extension class is likely necessary where it builds libcares.a and then links with it. Since cffi is involved, things also get confusing...

Any help would be appreciated.
