loopdev is unmaintained

I think it's probably necessary to admit that loopdev is now unmaintained, see:

• Failed to install on Fedora 38(aarch64) mdaffin/loopdev#65
• Release 0.5.0? mdaffin/loopdev#62

There is now a cloned crate available on crates.io[1][2][3], which may succeed the original loopdev.

We have released loopdev-3 upstream: https://github.com/stratis-storage/loopdev-3 . Most likely it will be maintained for a while.

@Shnatsel Assuming loopdev-3 continues maintained for some space of time, would you be willing to accept a PR that recommended that package as an alternative to the unmaintained loopdev package?

@Shnatsel We continue to maintain loopdev-3 (https://crates.io/crates/loopdev-3) and also package it in Fedora (https://src.fedoraproject.org/rpms/rust-loopdev-3) . So I think we could definitely include a recommendation of loopdev-3 in the advisory note. The last update of the unmaintained loopdev was 2 years ago.
