Replaces deprecated cargo
read-manifestbymetadata --no-depsand no longer remove the workspace table fromCargo.tomlto have rustwide work on cargo workspaces.This might help with rust-lang/crater#133, as crater might be able to run for Github Repositories containing workspaces with this change, instead of failing with an InvalidCargoTomlSyntax error.
