Mirror CI artifact dependencies

We have a ci-mirrors bucket which contains human-uploaded artifacts, usually mirroring artifacts from various other sites (e.g., sourceforge, github releases, etc.) which have been historically slightly flaky.

We should figure out how to make that the sole source of artifacts and perhaps consider owning the building of those artifacts (at least for tier 1 platforms) from source as well.
