Reproduce: https://github.com/reem/railgun/tree/cargo-repro

Cloning the above and running cargo build leads to this output:

   Compiling pkg-config v0.0.1
   Compiling typemap v0.0.3

   Compiling openssl-sys v0.0.2
   Compiling time v0.0.3
   Compiling openssl v0.0.2
   Compiling cookie v0.0.1
   Compiling hyper v0.0.2

railgun appears to be compiled first, even though none of its dependencies are compiled yet.

Closing as a dupe of #833, but see my comment on that issue for why this is happening.
