Add support for
maxfeerate, added in Bitcoin Core 0.19.0, andmaxburnamount, added in Bitcoin Core 25.0.0.Opening as a draft, since I haven't added tests. What tests should be added? Any pointers on writing them would be helpful.
Also, please double check my
convert_fee_rate_to_btc_per_kvbmath!
