RUN-256: Make log levels configurable on Docker Image via Remco #6990

This change allows changing logs verbosity globally or individually per logging module.

Default values are the same, that they were before, so it won't affect any existing users.

@soar We have quite a few things ahead of this on the Rundeck Enterprise product. We will do our best to review for an upcoming sprint.
