Describe the user story

As a developer using Atlantis, integrating MS Teams notifications via a Webhook would enable our team to receive real-time updates on pull requests and deployments directly in our MS Teams channels, enhancing our communication workflow.

Describe the solution you'd like

Building upon the recently opened HTTP Webhook pull request, I propose adding support for MS Teams Webhooks(#5233)
This would include configuration options for MS Teams Webhook URLs and tailored message formatting to ensure clear notifications within MS Teams channels.
