Describe the bug
Whenever I am in a app for a long period and I go back to the desktop LivelyWallpaper restarts together with the whole taskbar.

To Reproduce
It can't be reproduced because it happens only once or twice.

Expected behavior
Expected behavior: Wallpaper running even if not on Desktop.
