Could not find tess-two.apk!

1.I complie in cygwin follow the readm steps..
2. and import in my project(myocr) as library project.
3. now when i try to run the program my application myocr.apk goes in android emulator and install but when the tes-two project library turns come it display the error that

"Could not find tess-two.apk!"

Are you sure you set your project to reference the library project in project properties->Android->Library?

This is not a bug.

Yes Sir I set every things and plzz help me out.
another question is that can i convert the project to API level 2.2 cuz this library project is in Android API Level 3.2.
