Add CI job to autogenerate Sphinx documentation for rizin.re #13

It probably should happen both here on every push and periodically scheduled in the "rizin" repo. We also should have separate pages for "dev" and "stable" (this one only after 0.5.0 is released, since not all necessary changes are in previous releases).

I used this CI script to deploy to wingdeans.github.io/rz-bindgen

I should be able to use github pages in the same way and have it available under rizin.re/rz-bindgen, correct? I would then just need to make changes to rizinorg/website to make it accessible from the homepage.
