Add the ability to select an all level 5 character without sending the skills

When sending a request to calculate a fit clients should be able to specify an all level 5 character and not have to send all the skills.

Wouldn't we do this via a Character ID? Or do we not want to handle 0/V chars as we do currently?

I would like the first version of the backend to not deal with storing characters. The only API I am exposing right now is a "send the full fit get the results back" API. No other API for creating and storing characters or anything like that.
